Delay not Disrupting
Assessment
Property owners throughout
Indiana have read headlines about recent legislation delaying
reassessments. This legislation will not stop assessors from
beginning work immediately, however, so residents may see assessment
office personnel in their neighborhoods.
The Indiana General Assembly
recently enacted House Enrolled Act 1001which delays the start date of
the 2011 general reassessment by one year. The general reassessment was
originally scheduled to begin July 1, 2009, but will now begin on July
1, 2010, and is to be completed by March 1, 2012.
The Department of Local
Government Finance, or DLGF, allows assessors to begin the physical
inspection process for the general reassessment work before July 1,
2010. However, to ensure that information is as up to date as possible,
the assessor must verify and confirm the property data collected
between July 1, 2010, and March 1, 2012. This can be done by conducting
a property visit, reviewing the county building permit records with a
follow-up visit, or by using aerial photography. The goal of Indiana’s
general reassessment is to help ensure fairness and equity.
In addition to the work for
the general reassessment, there are other assessment duties that need
to be done such as image collection, gathering property data for new
construction, and trending. Dubois County will continue to
perform these duties. Field personnel in neighborhoods may be
identified by photo identification badges and by vehicles with magnetic
signs identifying them as assessment office workers.
